Here is how I solved it where the length of the track is limited and so the switcher could not put cars back on the track until I added another track the same length.

At another location where my interchange track was longer than needed for setouts and pickups, this was not needed. ?However, in Red Bluff I wanted the program to limit how many cars were set out on the interchange track after crews complained about too much work in that location.
