¿ªÔÆÌåÓýYes,? but you need to decide on method, there are lots to choose from, and lots of pros/cons.? In no particular order:
Transponding (Digitrax and maybe one or two other makers)
RailCom (mostly European decoder makers, TCS, and part of the DCC standard)
RFID tags under stock, lots of options in DIY areas.
Barcodes
Video camera object identification
Infrared signals from stock
There will be more ways...

Can JMRI identify where an engine is on layout panel and if so what is required to do this?? Just looking for some short guidance in general what equipment is needed.? That will determine if I pursue the subject.

One other way in JMRI, but one that is not rock solid.
If you are using Dispatcher tool to move trains with transits, Dispatcher will place the roster entry into an occupied block's Value column in the Block Table. Values don't get placed for non-Dispatcher throttles.
