Are you 'hot' connecting the Cable to the PR3 and the computer, i.e. with the computer already booted up are you connecting the serial cable? Some devices do function well when connected that way.

Replace the USB cable. If your operating system is 64, the PR3 might need a firmware update. USe the Digitrax supplied DIGIIPL to apply the update DIGIIPL : http://www.digitrax.com/downloads/digiipl/
