I use a DigiRig (v1.5) which has a Silicon Labs serial device. I have some FTDI USB Serial cables but none are CI-V wired.
Perhaps related... I saw your com port is COM8 and it's possible that Windows has locked up everything below that, sometimes that happens in error. I found a very useful utility to clear out unused ports called "com_name_arbiter_setter". And I have shared it here (and shared it on other groups before).
Unzip, run the .exe as Administrator, click "Clear non-present" then Apply, and it will clean up any false/hung enumerator assignments.
You may not need this today, but you might, particularly when messing around with serial port issues.
Sometime today I will "whip out" my IC-7000 (packed in my POTA kit) and my W10 laptop and see what I get with CI-V Scout and reply back.
I am also curious as to what you'd be able to see if you connected a serial terminal emulator like Putty to the CI-V com port.

Danny, Looks like the I get no response from the radio on the Laptop. Running out of ideas. One of our club members has a different USB/CI-V powered externally. I will have to borrow it to try with it.
