IRS says can rollover, so this is an IBM Plan rule.

Are the HRA rollover rules just IBM or is this an IRS rule

If this money is set aside for us on an individual basis, for us to distribute for medical expenses, I don't see how IBM can take away anything left in our account at year end. Has anyone here on this blog discussed this issue with anyone with the IRS? ?If not, then I think someone needs to. ?I have a good friend who is a CPA and I am going to ask him about it.?
