You should check out the combination of Kicad, FreeCAD and the add in module (or "workbench" as they call it) "Kicad StepUp" which links the two. This will allow you to do all of what you are talking

Fusion 360 is free for hobbyist use.
Unlike with Eagle there are no restrictions, so the free version is the same
as the paid one.
