Onverify is a service for multi-authentication using sms or calls. The service is whitelisted in most countries. Recently they released a feature that allows scriptably or manually configure call voice, wait for response, etc. At the moment Onverify allows the sending of text by call, sms and pop-sms. Pop-sms for those who don't know is an alert popup on all phones from old ones to android or iphone. Let's say that the phone number is +351960000000. +351 is the country code, 96 operator (MEO) and 0000000 is the phone number. Since the number is 7 algarisms this means you have 1 million numbers. Charge the Onverify account with $500 or $1000 and develop an html app to send an api request incrementing by 1 until it reaches the number 9999999 and you have an app to reach all clients from the operator.
