PME Earth Supplies and RF Earthing
Following my quering of the current RSGB Guidence on PME Supplies and RF earthing , There will be shortly be amended guidence leaflet. I've queried the document on several points, Current network repair guidence,changes to Part P reporting,etc

For Those that dont Understand Uk Earthing there are 3 Earth systems currently in use
?
TT - ?No supplier Earth, Local Earth provided by Earth Stake/rod, supply must be fed from a RCD
?
TN-S Neutral and Phase supplied seperately,Earth is outer of supply Cable- This used to the main type of Installation
?
TN-C-S or PME Phase, Neutral and Earth combined on single conductor, - This is main earthing system now in use, The Combined earth Neutral should be spiked at several points along the supply
?
All new supplies are PME unless conditions or Location mean a TT is applicable
?
The problem now is all network repairs are done with TN-C-S ?or PEN Cable, so you could have TN-S at your cutout,but 6 foot outside you could be jointed with PEN. So now it's wise to assume you have a PME connection unless there is definite proof otherwise.?

The problem with a TN-C-S (PME) supply is if the Neutral fails and you have a RF earth,Your RF earth will take the Full Load current of your house and possibly several neighbours Houses. It's rare but can Happen
?
So if you have a Rf earth it should be able to carry the full load current,?
?
There are ways to minimise the risk ie additional earth rod at your point of supply ,but your Rf earth must be connected to this point and still be in ?suitable sized cable to BS7671, But if you have a additional Rod this becomes reportable under part P and must be Installed by a approved electrician or you need to notify Building control yourself and pay the testing.
?
Or you could convert your shack to tt, but all earth supplies in this room, Including pipes and services must be isolated from the main earth by 2m, not always possible, Again if you do this it's reportable work.

If you have a shack in a outbuilding,then it should be a TT supply, again this is reportable work.
?
As you can see what started off as a simple exercise, now ?becomes a minefield.

Hi all, I've just returned from an event hosted by the Tonbridge & Malling Seniors forum at the Angel Centre in Tonbridge, where the West Kent ARS had a display table of amateur radio. Most of the other tables were health/age related groups, apart from the Lions and U3A who were activity related.

I've been asked if I would arrange the same for a similar event in Snodland on Tuesday the 14th Oct. While I can provide the display material, I would like another with me to speak with visitors to our table.?I'm hoping that someone will volunteer to help staff the demo table with myself. Times and location to be confirmed.

RECENT RESULTS (by Quin G3WRR & John G3XDY)
The following results have been published or updated since the previous Newsletter:

CHAIRMAN'S CORNER (by Ian G0FCT)
The consultation on the RSGB Contest Committee White Paper closed on the 14th August. Overall, 112 responses were received. Analysis of the responses revealed, as expected, a wide range of different opinions. Some of the proposals were very popular, some were unpopular and some had no clear majority for or against. The results of the analysis were considered at the recent Contest Committee meeting and after a discussion on every proposal, a collection of changes were agreed. Since the meeting, the Committee has been hard at work refining the agreed changes and drafting the revised rules for 2015.
Some of the rule decisions are:
* Addition of 40m to the 80m SSB AFS Contest (making it dual band 80m and 40m)
* Splitting the Single Operator category into Assisted and Unassisted in the:
- Commonwealth (BERU) Contest
- 21/28MHz Contest
- 1st 1.8MHz Contest
- 2nd 1.8MHz Contest
* Removal of QSO restrictions in the 1st and 2nd 1.8MHz Contests. This means non-UK stations can now work other non-UK stations: UK stations can work anybody
* No change to the timing or duration of 80m AFS (CW & SSB) Contests
* Station Inspection clause for all HF contests added
* Equipment (rig/antenna) declaration clause added
* Adherence to RSGB Band Plans clause to be clarified.
Once all of the new/altered rules have been reviewed, the complete set of contest rules for 2015 will be compiled and posted on the Contest Committee website. The target date for this is the RSGB Convention in October.
ACCESSING HISTORICAL CONTEST DATA (by Quin G3WRR)
Readers may wish to note that the CC website has been updated to make access to the historical record of contest results easier. To access the results for a given contest in a particular year, go the the current year's results for that contest, and click on the target year shown in red on the line under the contest title at the top of the page. It is planned to extend the historical record further back im time (currently 1997 for VHF contests and 2000 for HF ones) in due course.
IMPORTANT OFCOM CONSULTATION (by Quin G3WRR)
Many readers will already be aware that Ofcom has issued a consultation proposing the update of all classes of amateur licence, covering a number of aspects. The one that seems /.to have roused the most interest relates to the need to use the Regional Secondary Locator -RSL - (i.e. the M, W, etc in GM, GW, etc). This impacts the hobby in a number of ways, in which contesting is certainly one. Readers are encouraged to read the consultation document carefully and respond to it (responses can be made on-line, by e-mail or by post). The document is available at the following URL: http://stakeholders.ofcom.org.uk/consultations/amateur-radio-licence/ or by clicking . The closing date for comments is 20 October 2014.
Following discussions with Ofcom at the pre-consultation phase, the RSGB conducted Litmus Tests on a number of the aspects covered, and responded to Ofcom accordingly. Some readers may have got as far as the "And Finally" paragraph at the end of last month's Newsletter. For the benefit of these worthy souls, there is a mildly amusing follow-up, which carries a lesson that may be worth remembering. Son of WRR and I finally fixed the generator (a problem with the low oil level sensor). On reaching our site, I complacently started it...or tried to. Zilch. Choke on, no dice. Choke off, ditto. Check fuel line - fine: fuel getting to carb - and all over me... After 10 minutes getting coated in unsavoury hydrocarbons, retire for tea and a serious cogitate. Once topped up with tannin, remember to turn on ignition and try again...starts first time. Hum ho...lesson - check the obvious things before diving in too deep...

If we encorage more opps, we need to do training evenings on the equipment, logging and operating,
operating a contest is very different from a raqchew, it can be fast and very brief

It's possible on 2m to end up with a pile up of a contact a minuet
?
key points there call sign, the correct siginal report and there locator, all 3 can lose or gain you points
?
A vhf contest is mainly scored one point per km, so the correct locator square is critical
?
The kit can be heavy and cubersome to set up, But what we have access to between myself and trevor is capable of serious power and qso's
?
When else can you play with high power VHF, large arrays, and contest grade rigs?

RSGB Construction competition Their is just?over one month to go for this competition which is being sponsored by Martin Lynch and sons. The competition has four categories; Designer, Craftsman, Beginner and Junior Member. ? The competition is designed to encourage home construction, experimentation, design and innovation, and any Member of the RSGB is eligible to enter.? ?? ? VHF NFD results Congratulations to Darenth Valley RS, Maidstone YMCA ARS and?Medway ARTS for participating in this years VHF NFD and the places they achieved in the results table. It takes a considerable team effort to put stations together for this contest, so well done to all involved. ? I notice in the individual Sweeper section that G0GQT came 5th, which is a very creditable position, congratulations Mark on this achievement you're ahead of me again. Apologies to anyone I may have overlooked. ? The VHF NFD contest continues to be very popular among clubs around the UK, and it would be good to see more of the clubs from Kent being involved next year. ?????????????? ? Kent Weald Radio Club The Kent Weald RC is operating a Special Event Station from their marquee at the Headcorn Airfield, using the callsign GB2KAA?in support of the Kent air ambulance. The station will be active from the 23rd of August till the 1st of Sept. In addition their is also the International Air Ambulance week scheduled for the 27th Sept till the 5th of October, when members of the club will once again be active from the airfield. ? The club meets from 19.00hrs at the Headcorn Airfield on the last Saturday of the month, with meetings held in the Briefing room which is behind the Wings bar. I would be very grateful if you could remind your club members that there is only one month to go before entries close for the annual RSGB Construction Competition.? This year the competition is being sponsored by Martin Lynch and Sons with prizes of ?50 of vouchers for each category winner and ?100 for the winner of prestigious Pat Hawker G3VA Trophy that will be awarded to the best overall entry.? ?

There are four categories –
?
1) Designer. This is aimed at encouraging original designs, which can be software, hardware or a combination thereof. Entries in this class will be judged on the elegance and innovation used to solve a new problem, or to solve a well-known problem in some better way. The entry will also be judged on the degree to which it advances the state of the art in amateur radio.
?
2) Craftsman. This category is aimed at those constructing projects designed by someone else; entries are likely to be based on a published design. Kits may feature, either as a part or the whole of the project. For kit builders, credit will be given for personal additions, modifications or finishing touches. Entries in this class will be judged on the overall quality of the construction/excellence in craftsmanship.

3) Beginner. This category is aimed at those new to amateur radio. The entrant must have been a member of the RSGB for less than a total of three years and must have held an amateur radio licence of any type for less than three years.
?
4) Junior Member. This category is aimed at our young members. The entrant must be a Junior member of the RSGB on the date of submission of the entry.
?
The competition is designed to encourage home construction, experimentation, design and innovation, and any Member of the RSGB is eligible to enter.? The closing date for entries is 30 September and judging will take place at the RSGB Convention.

If your club organises your own construction competition, please encourage the entrants to submit their work to us as well.

I have been asked to forward the following details regarding the WAB 144MHZ low power (10w) phone contest, that takes place this Sunday the 13th July, between the hours of 10.00 - 14.00Z. Further details and the rules can be found at;?
