Wire and breaker size for 7.5HP 3 Phase Felder Shaper - NEC Code compliant

Here are the currents of various Felder 3 ph motors from my machines as a reference but wiring should be done based upon the motor rating.

My 5.5KW (7.4HP) 3 ph machine label says 24A. So I have it on a 30A circuit breaker. It may run on C16 (16A) but you should consult your electrician as it likely will not meet the local code and in case of a fire the insurance may not pay up due to code violation.

I will attempt to add the chart of allowable ampacities for no more that 3 current carrying conductors in conduit. Starting with #10 rated to 30 amps, then you are required to derate to 80% of the largest motor load which brings you to 24 amps as the maximum. As you study the code book you will find various exceptions and requirements that can be interpreted in different ways, and playing dueling code books with other electricians and inspectors is a common pastime in the electrical trades, with some attempts to come up with some pretty outlandish theories and some sticking to the most common and down to earth paths.
A safe and proper installation for the motor circuit would be #10 AWG CU on a 30 amp CB.

The second part of your question goes to sizing the feeder to the sub-panel and you don't provide enough information to calculate that but a 40 amp circuit seems pretty low, and the reference to C16 breakers is incomprehensible to me, but maybe there is some magic somewhere at Felder.
