I think Remo has some of those capabilities. Not sure if all of them. If I remember correctly, the groups are limited to six people, which may be a bit restricting for some. Mildred J. Franco

I can see needing all of those scenarios given the context, and have used about half inside Zoom already. The thing, of course, that Zoom doesn't allow me to do is let them pick which groups to be in.

The hard part about "I only need break out rooms to simulate small groups" is that you may want to have different rules about the small groups. 1) I want to be selective about who goes into which one.

@Paul - yes we had around 70 people. But not everyone wants to do that. You might only get a smaller group that wants to meet up informally initially, then it can grow. Ample breaks are necessary.

It is possible to manage it with smaller groups. But you end up having to allocate tech resources to play telephone operator. A tool like remo.co lets people wander around at will.
