Larry, Thanks for the comments. Following Peter VK3YE's way to make a 3.5MHz ceramic oscillator might be a simple solution. I can supply the ceramic oscillator if you guys need it.

Wayne, That's tuning step. It's hard to understand why there is step as the tuning input is analog. Actually the MCU inside the chip treat all the analog input as digital. Thanks, Adam
