It may work without the action specified, and default to action 1 on a query, but the protocol definitely shows the action being used with the query in their example.

What was all the program info? Are you saying this was some client's program, or just a test program loaded in at the factory?

+1 for the Audio Control amps. I don't normally "control" them, other than 12V trigger to power them up when needed.
