I thought the BRC-H700 had a onboard composite output but looking at it again I guess I was mistaken.

HD-SDI and "bid low" don't generally go together (if price-over-quality, why not use any of the number of composite-output cameras and the HD-CAPTURE instead of the HD-CAPTURE-PRO?). If price wasn't a (big) concern your best bet would probably be to use a camera (such as the BRC-H700) and a scaler or scan converter to derive your composite output and streaming from the HD-SDI output. HD-SDI + Composite + Streaming seems like it's asking one camera to serve different masters in different market segments and if such a creature existed I kind of doubt it would do any of them well.
