With just days left in the legislative session, Utah lawmakers are fast-tracking a bill that would give the state sweeping new powers over development while sidelining local communities. Utah has long championed small government and local decision-making¡ªyet this bill would undermine local authority over land use and taxation, allowing a new state agency to dictate what gets built and where.

Kirk Cullimore (R-Cottonwood Heights) and supported by Governor Spencer Cox, would establish the Beehive Development Agency, an entity with the power to approve and fund three large-scale development projects annually without requiring approval from local governments or residents. The agency would be governed by the Economic Opportunity Coordinating Council, a five-member board responsible for determining which industries and projects the state prioritizes¡ªshaping Utah¡¯s economy with little to no local input.

The agency could then allocate up to 75% of tax revenue from these projects to fund infrastructure and development related to the project, diverting public funds away from local budgets. Meanwhile, local governments would be required to cooperate with the project and provide essential services like roads, sewer systems, and emergency services.
Beyond undermining local authority, SB 337 poses serious risks to Utah¡¯s air quality, public health, and environmental protections by fast-tracking industrial and commercial projects with minimal review. By centralizing development power at the state level, the bill reduces transparency, weakens accountability, and silences community voices.
