1. Players who are not members of the Skype chess group will need to contact
the list owner Mahendra Galani to register.

2. To register for this tournament the following information is required.

Name, email address, Lichess ID if available and country.



3. One can register for the tournament by either replying to this email or
contacting me on my personal email address.

Read the rules before registering.



1. A player must be able to communicate the moves in English. No translators
allowed.



2. Time control, One hour-forty-five minutes per player for the whole game.



3. Points table

Ten points for a win.

10 points for a bye

Four points for a draw.

one point for being a third person timekeeper. Maximum of eight points.

One point for timing your own game. Only if there is no time keeper
available. Black is to have first preference in timing the game. Name of the
time keeper must be mentioned in the scoresheet.

Zero points for a loss.

Zero point for a forfeit.



4. Players and timekeepers are requested to be on skype at least five
minutes before the game is scheduled to start. Be ready to play with your
board set up, et cetera.

The game should start at exactly the scheduled time. The timekeeper is to
start white's clock irrespective whether one or both players are in the
conference call.

A forfeit will be issued if a player does not appear on Skype or Lichess.org
within twenty minutes of the scheduled time for the game,

If both players are twenty minutes late, they both lose by forfeit.

A forfeit will be issued if a player does not make a sincere attempt to
schedule a game before the deadline date.

Anyone who receives two forfeits will be removed.



5. All the games can be played either on Skype or Lichess.org

For skype, the games are played on Skype conference link.

The duty of a timekeeper is to,

- Start the recording of the game.

- notate the moves of both players.

- control the time of both players.

- To announce the remaining time of both players at certain intervals. At
any time, a player may request for his own time and that of his opponents,
but this must be done when the questioner's time is running.

- monitor the game by making the moves on the timekeeper's chess board in
case of any disputes.

- To alert players of any illegal moves.

- Ensure that the players copy their opponent's moves.

- To post the result to the list within twenty-four hours.



6. The outcome of any games that have not been played by the end of the
round will be decided by the tournament director. The decision will depend
on the information provided to him. Should you not receive any response from
your opponent, then on the deadline date forward your proof to the
tournament director. The proof that will be required is the emails you sent
to your opponent. The tournament director will decide either to give a win
by forfeit to one of the players or to give both players a loss by forfeit
or to make the result a draw.



7. Moves may be announced in English or German using, if possible, the
international alphabet, Alpha, Bravo, Charlie, Delta, Echo, Foxtrot, Golf,
and Hotel.

In German it will be Anna, Belia, Caesar, David, Eva, Felix, Gustav, and
Hector.



8. To cut the traffic on the list, please make use of the address list of
all the players which will be sent in a separate email to schedule your game
privately and then post the final schedule to the list. Keep this list in a
safe place.

When final scheduling a game, the subject line must have the following
information:

- name of tournament.

- names of both players. White vs black.

- Day, date and time.

- requesting for a timekeeper or the name of the timekeeper.

- stating that the game will be played on Lichess.org



9. Once a legal move is clearly announced and copied by the opponent, it is
official and cannot be changed. The opponent should always use the word,
copy. Example, Queen delta 2, copy.



10. Your move should be the product of your own brain. No computer programme
such as win board, may be used as a chess board or help from a third party
is permitted. Any player caught violating this rule will be permanently
removed.



11. preferably all tournament games will be played if there is a timekeeper
present.

However, if a timekeeper is not available, then one of the players must keep
time. In this case, both players must keep a scoresheet. This may help in
the case of a dispute.



12. Should a player be unable to keep a final schedule appointment, then the
player must inform the opponent and timekeeper as well as the tournament
director.

No player will be penalized for postponing a scheduled game. There may be a
personal reason.



13. During a tournament game, the timekeeper is the assistant tournament
director, and the timekeeper's decision in settling any misunderstandings
during the game is final, unless the players or the time keeper wish to
bring the dispute to the tournament director after the game.



14. The timekeeper may only stop the clock in the event of a dispute of the
board position or when one of the players loses connection.

The clock may not be stopped for a player to take a telephone call or to go
to the toilet or for anything else.



15. New players will start with a rating of one thousand.



17. The Skype recording of the conference call must be initiated by either
the time keeper, a player or a spectator to be used as evidence in case of a
dispute.



17. A game may be adjourned only if a player loses connection and is unable
to return with in twenty minutes. Both players are to continue the game on
an agreed date and time should this happen. Should the game not be played by
the deadline date, then the Tournament director is to decide on the outcome
of the game.



18. During the game both players are requested to have their microphone
permanently open. The spectators, are requested to mute their microphones.
No spectator may intervene on the progress of the game



19. Background noises such as loud music, television or other must be
reduced. Players must try to play their games in a quiet environment. Some
players struggle with hearing loss, and this makes it even more difficult to
hear the moves announced by the opponent or even the announcement made by
the timekeeper.



20. Should any party file a complaint, the decision of the tournament
director can be reviewed by a special appeals committee appointed by the
Google Groups Skype Chess executive committee. [This rule is from the Google
