That is the speed controller. As you push on the throttle there are actually 3 speed the controller sends different voltages to the motor. Yes it can easily be removed. Be careful if you file the

I used rubber parking stops (4 feet wide) (looks like the concrete ones but black) mounted on a 2 x 6. It makes a pretty nice and reflective bumper.
