Bulletin flood area vs hierarchical address continent code.

The flood area can be any 6-character word, but the trick is in having the forwarding partners pay attention to it. Just because it says @eu does not guarantee that it just goes to the intended target area and nowhere else. You can't use just a country or continent code and expect it route on the AT list, as they are expanded to a full HA (eg EURO > EURO.WW, GBR > GBR.EU.WW) so will only route on HA fields. So if want to define your own flood areas (eg ALL@LOCAL) you need to make sure the area isn't a valid country or continent.
