I don't know about VARA FM because I've never used it, but the only way I can think of on VARA HF is to set up a KISS over TCP port in BPQ that points to the VARA KISS port. Then others using VARA would need to do the same and monitor the port or at least check the mheard on it. If VARA FM also has a KISS port, then the same approach should work.
This is my config to send APRS beacons via VARA HF, the PTT in VARA is done via CAT from BPQ:
