No response to a remote call

Hi Everyone,
?
Interesting problem, if a caller calls the system, you hear it trying 10 times then gives up
During that time,? if I go into terminal and do MH 1 it comes back with the caller call sign
But it will not answer the caller...
?
Can some explain what happens when a caller comes in please
?
All the best from Alan
