That setting should divert messages addressed to VE2PKT to VA2OM.
You can't redirect massages to SYSOP to another call.

Probably unrelated but you cannot have BBS and RMS Express User both checked.

And you should have a user record for VA2OM with "Include Sysop Messages in LM" checked.
