I obviously do not know anything of your application, but it seems to me to be an incomplete application line.? Would it be prudent to try adding a call, alias, etc to fill out the line properly??

Yes 192.168.0.117 is the IP of the PC, running UZ7HO soundmodem.exe 192.168.0.110 is the IP of the Rpi running BPQ, config for port 5 UZ7HO 300b fx/ax.25 Windows firewall says its not blocking

Yes I had WW and USA set in the flood box, No on the request reverse. As seen in the other reply, I have removed all items from flood box. The interval was set to a short time interval, 1 min or less,

This suggests you have WW in the Bull HR field for N5MDT. Are you sure you don't have? Also what is your forwarding interval for him, and do you have request reverse set? 241114 04:37:59 ?N9SEO-1 ?
