I believe "dalam keadaan suci" refers to not just post-menstruation but also nifas i.e. post-partum, because if the woman gives birth during the 4-month iddah, that's another child the divorcing husband will be responsible for.

In view of the more complex scope of meaning, I'd keep the translation closer to source as "in ritual purity" and leave it as that.

I stand corrected but so far I haven't found a better way to put it.

I have translated hundreds of these and always used not menstruating and nobody has ever complained.? But they were for an American client and the details of islamic law were of no interest to them.?
