Get it out of the rain cover every bit of rust with Lloyds Movit penetrating oil and let that sit. After it has sat for about a week scrape the flat surfaces with the edge of a Stainless ruler or another sharp edge scrapper. You will be surprised at what Lloyds movie will do to rust some surfaces can be wire brushed. never let rust scare you I have restored many tools and equipment using this method.
