What settings do I need to adjust to get my RR ramp meter to read the full 24Volts DCC output that the Zimo Station shows?

You need another meter to determine where the problem is.

My rampmeter is pretty close, like 23.8 or so.

I notice your rampmeter is displaying OL on the current output, which should mean no load... try a small load like a lamp and see if that changes the reading.

Also note the advertised worst case tolerance at full scale is 3%, which is 22.32 for 24v...

I have not found them to be super accurate, but consistent. I calibrate with a scope.

get a full wave bridge rectifier, put a small filter cap on the output, measure with a DC voltmeter and add 1.4 volts.
