The 900M's EL and XG modes both support control changes 72 and 73 for Release and Attack respectively, but I could not find mention of the controller for Decay (Non-Registered Parameter Number 228 on XG). The Easy Edit mode of the 9000pro's Custom Voice Creator may be of use to send these on the MIDI channel used by the EL900's VA element - if that works you may have no need to buy a PLG board. If otherwise, there seems to be vast differences between the PLG150VL's single VA element per voice and the EL900's structure of 1 VA, 1 AWM and 4 FM elements per voice.
gholwell60@... A friend had a Kenton Plugstation to house 1 to 4 PLG cards including PLG150VL - I don't know if these are still on the market..

Software: If I recall correctly, the PLGs are shipped with an editor plug-in for Yamaha's XG-Works sequencer, If you want a more powerful (and more pricey) editor, look at Rudy Verpaele's (http://vl70m-editor.com/site/ ) You may use one of the other editors in the Files section, but they are supplied as-is with no guarantees.

If all you want is to change XG midifiles to VL-XG, see Mid2VL.java in "VL Control Surface.zip" (this may need changes for PSR panel voices, Bank Select MSB 0 LSB 112-126)
gholwell60@...
