Most wall warts do not have enough amperage to transmit with. Your battery is more than likely bad and you might not be using the right charger for the type of battery used

You have it correct. The battery is probably does not have enough reserve to
transmit. Not a real problem. If you can't get a replacement battery from
Yaesu, you can get one from Batteries

What voltage does the display show when charging the battery pack?

Good point. There is a problem in that many of us, my self included, associate "LiOn" with LiFePO4, with its 2,000 plus cycle capacity. Not the case with what is used in HT
