Just a thought...
These look like the instructions for recalling a memory bank for
use rather than assigning channels to a memory bank.

ALL MY BANKS BLINK! So I can't use any of them? I just did a
factory reset!

How can they be unusable if I just did a factory reset? How
can a bank be "empty" and be unusable??
