I found a top chassis photo and put it in the Photos section. I can see the MHz tuning capacitor has a shaft coupling with set screws. With the capacitor fully closed the dial indicator should be over

It's looking like it is a mechanical problem and not an electronic problem. If the MHz dial only goes to the left edge of 0 that would explain why the dial shows 1 MHz higher than the actual

the light goes out on all segments from 0-30 the MHZ dial goes about 1/2 past 30 but does not go below 0 at all it only goes the the left edge of 0
