You may already have ruled this out, but if you haven't, you can have someone on the other end of a QSO first tell you what frequency their radio says they are transmitting on, then have them tune in your signal for best audio and tell you what frequency they say you are transmitting on. It's probably not that simple, but if it is, you could just make adjustments to the RIT circuit. Another thought came to my mind. Are you using voice compression? If so, turn it off and get some signal audio reports.
