Revamped VARA support (by WZ0C) for JNOS 2.0

VE4KLM #6143 Good morning, Huge improvements to the VARA support in the latest JNOS 2.0, courtesy of Michael Ford (WZ9C). He is using this lately to regularly forward to a BPQ system on 6 meters. There seems to be support (or the beginnings of) for VARAC as well. This is a major revamp of the VARA code, very slick, starting to use it myself on 17m. 17m here in winnipeg is open mid mornings and mid evenings on a good day, let me know if anyone wants to try to connect, forward, or whatever. PS : JNOS 2.0 now has it's own IPV6 stack with tap to linux host Maiko / VE4KLM
