Thanks Roy. That fits what my years of working as a tech in the PLMR field suggested. My work was limited to VHF/UHF installations, but the regs where pretty tight. I suspect the reality is that those discussing this topic here are actually providing technical support to the agency at agency installed stations. Not trying to get their own station set up to participate.

Hi Wes,
That all is controlled by the licensed entity and their license.? You would not have equipment that could operate on their licensed frequencies without their permission.? The license specifies modes, frequencies, areas of coverage, locations and number of authorized devices.

I am interested in EMCOMM support for both private and public entities. However, I am puzzled by how to use Vara HF for the services using Private Land Mobile here in the US. That service is regulated by the FCC Part 90 regulations, and my reading of that section seems to indicate it allows SSB operation below 25 MHz for only voice, (J3E) not any data modes (J3D). Also, since the Vara package now capable of encryption is Vara HF, what equipment would one use for operation on PLM frequencies? It would need to be certified to Part 90 standards, I believe. Also, it seems the operation of a base station would require careful coordination with controlling agencies, as frequency assignments are based on limiting coverage to a limited geographical area so as to not create interference with other licensees using the same frequency in other areas. How would one go about getting all these conditions satisfied?

Looks like the option appears only when you have a qualifying callsign entered in the Setup. Ham calls have only a max of two letters in prefix, encryption requires three.

Tim and others,
When you want to use a UHF TRX with SSB and VARA-HF both STNS have to be EXACTLY on the same frequency!
A difference of more than 100 Hz could be that there is no connection possible.

Work around 1
When STN A press the TUNE butten (in VARA-HF), STN B can play with the RIT knob for the peak on 1500 Hz in the waterfall.
After? that this proces STN B hit the TUNE button and STN A turn on the RIT knob for 1500 Hz in the waterfall.

Work around 2
Me is told that another solution is to use VARA-SAT.
I have no experience with this solution.

The best preformance is to use VARA-FM in WIDE mode, with licence ($50?), on a FM-TRX with "9600 bd" connection.
Avoid transformers in the audio interface (external soundcard) and avoid using VOX.
After building (bad) audio-interfaces with problems I can advice you the next audio-interfaces:

Have you entered your call sign in the "Winlink Express Setup..." window? A Winlink RMS Gateway station won't respond to a connection request if you haven't set up your call sign in Winlink Express.

Are you selecting the Winlink RMS Gateway station you're trying to connect to from the 'Channel Selection" menu on the Winlink "Vara FM Winlink Session" window?

Using VARA FM, you can do some diagnostics with either the 'Ping' tool that's available?on the menu bar on the VARA FM modem screen, or with the "Auto Tune" tool that's displayed?when you select "Settings -> SoundCard..." on the VARA FM menu bar, and then click the red "Auto-Tune" button on the right side of the "SoundCard" window.

On either the "Ping" or "Auto-Tune" tool, you must enter the call sign of the station you're connecting to (shown on the "Connection" field on the??"Vara FM Winlink Session" window) into the corresponding "Ping to:" or "Calibrate with:" field, and then click the button with the power-plug icon.?

When you run the "Auto-Tune" tool, VARA FM will transmit a sequence of 10 short bursts of digital data, at an increasing audio level for each step. If your transmit audio level is set properly, you'll hear all 10 bursts, at steadily increasing loudness, on your monitoring receiver. When your transmit audio level is set properly, a nearby VARA FM RMS Gateway should send a short digital data?burst, in response to either a "Ping" or an "Auto-Tune", that you'll hear in your receiver.

If you're not hearing the response burst from the Winlink RMS Gateway station, it may be that the station can't "hear" your signal, or the Gateway station is "down" for some reason, or you don't have the call-sign of the Gateway station entered properly in the corresponding "Ping to:" or "Calibrate with:" field.

if you're able to hear the baofeng transmit from another radio, it sounds to me like the digirig/winlink system is working. I've found that even with my 50watt radio some packet and vara fm sites just can't "hear" me... So maybe you're having something similar happen to you. Can you try, assuming you are close to the vara site, get closer and test your system?

Hi Nigel,

The comm. units for govt. have access to a variety of secure comm applications...text, files etc. usually- supplied by the vendor.? Our micom's had built in encryption for text and email for example, and our CAD covers everything on our vhf/uhf systems.? ?Ham apps are not designed to be secure...and can't be (in the U.S.). -

There are obviously different levels of security necessary depending on scenarios.? You can minimize exposure by keeping comms at minimum power, point to point directional antennas, and brief.? A state sponsored adversary will go to greater lengths to identify info.? Media and most criminal enterprises won't have the capability to snoop winlink comms...especially if they're point to point.

We've sent files on request that were internally password protected (MS Word /Excel).? Not strictly legal over ham frequencies in U.S., but ok on LMR frequencies.

I have my digirig configured to my laptop which is running Winlink express. The digirig is connected to my Bofang. I am allure able to send code to my bofang and it is keying through ptt, the red light comes on.? I also have my main radio set to the fm frequency and I can hear the tone on it from the bofang. The problem is I am unable to connect to the repeater .?

Hmmm. What about BPQ32? Not everyone uses Winlink Express, RMS Relay, RMS Trimode, etc.
