I actually asked Roger to incorporate this feature. Decades ago, I was involved with an APRS tracking effort for a volunteer fire patrol and watch in the California Sierras. In addition to the mobiles transmitting their positions, I wanted a receive-only monitor position at the state fire dept HQ that ran the VIP (Volunteers In Protection) program.? Since the staff there were NOT hams, I didn't want them to inadvertently cause transmissions.
