Since you already have the TT4 working as a DIGI, there are only a few settings to worry about to connect to the computer.
First, almost all APRS computer applications ecpect the TNC to be in KISS mode, so the computer port should be KISS (not text).
After that, you need to ensure the computer can see the received packets and send packets.
? ABAUD? 19200 ???? - I set this the same as for configuring the TT4)
? AMODE? KISS?????? - This is how the TT4 communicates with the APRS app
? PKTICOM TRUE?? - received packets sent to attached computer (now KISS port)
Fixed station doesn't need a GPS, so you don't need a splitter.? You can connect the GPS if you like.

IMPORTANT:
Each device connecting to the APRS system should have a unique identifier.
If you TT4 is going to TX and/or DIGI, the SSID for your APRS app should be different.

As for the computer side, I would think about a few things:
1. Such an old computer could be a concern:
??? a) Win98 has been unsupported for some time now (no security updates)
???????? and computers that old may have hardware limitations.
??? b) Connecting a Win98 computer to the internet with out of date security should be a concern.
???????? There are plenty of APRS apps that will run on Win98, so this is an option.
??? c) Hardware that old may have some limitation as well (newer PCs have much more process power and memory.
??????? Another option would be to try a Linux operating system for the APRS IGATE application
??????? In Linux, you can run a Linux native app, or a WIndows app through WINE.
??? d) Something like a Raspberry Pi could be an option for a slight expense.
2. What do you want to display on the screen of the APRS app:
??? a) Stations heard in a list
??? b) Stations heard on a map
??? c) Nothing, just want it to GATE packets to the internet
??????? It is common to connect another computer with more power for the display

After you decide on 1 & 2, we can provide options.
? This includes options for the computer upgrade, but you will need to provide some key information about the PC:
??? Process,? Memory, and hard disk size for a good start
