One thing, you say that as soon as you turn the voltage up, the relays clatter, and the voltage goes to max. That is to be expected, as the relays are controlled by a series of voltage comparators

ALT modes on the Horizontal Mode control, and has a Trace Separation control. It's a 547 copy. Pretty strange; Tek ceramic strips but not Tek cabinet parts; this was not built by a Tek alum.

From what i see, it has a transistorized vertical deflection, no obvious delay line, James Millen Co. crt shield. I suspect it was a prototype but not Tek, Lavoi, Hickok, or Jetronics.
