Morongo Band of Mission Indians is seeking a dynamic professional to perform varied goals and objectives in support of Morongo Tribal Historic Preservation Office/Cultural Resources program; assist in research, development and operations of tribal cultural resources protections for the Morongo community on reservation and ancestral lands;? assist in maintaining consultation, project files and data entry; assist in contract preparation, project invoicing and monitor check requests; and assist in building and maintaining the Morongo Collections and Cultural Resources database.

ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES
  • Provide technical support to the THPO/Cultural Resources program, other Morongo departments and programs, and the tribal community regarding cultural resources that exist within Cahuilla and Serrano territory. This includes drawing upon a working knowledge of Morongo regulations and cultural practices, Native American Graves Protection and Repatriation Act (NAGPRA), the National Historic Preservation Act (NHPA), National Environmental Protection Act (NEPA), Archaeological Resources Protection Act (ARPA), California Environmental Quality Act (CEQA) and related tribal, federal and state laws, regulations, and executive orders.
  • Assist in the preparation of THPO reviews of agency projects on reservation and ancestral lands, including maintaining a detailed log of correspondence and files related to government-to-government consultation.?
  • Maintain consultation, project files and data entry; assist in contract preparation, project invoicing and monitor check requests; maintain files of timesheets, logs, forms and other materials.
  • Assist in building and maintaining the Morongo Collections and Cultural Resources database.
  • Assist in research, development and operations of tribal cultural resources protections for the Morongo community on reservation and ancestral lands; conduct and promote quality research in anthropology, archaeology, history, ethnohistory and related fields to document information to produce professional reports.
  • Assist with the stewardship of Morongo collections area including proper care of artifacts; perform collection inventories and data entry and accessioning process.
  • Assist with monitoring of construction and other sites to avoid destructive ground disturbances by locating and identifying cultural resources, when needed.
  • Participate in conferences, classes, workshops, events, working lunches or other meetings to further the stewardship and educational goals of the THPO/Cultural Resources program.
  • Maintain strict confidentiality regarding Morongo tribal cultural resources, internal procedures, contracting, including the removal or electronic downloading of any Morongo cultural property for work purposes without permission.

MINIMUM MANDATORY QUALIFICATIONS
  • Associate’s degree with three years of increasingly responsible cultural resources/archaeological experience with previous experience and interest in the cultivation and preservation of Native American heritage.
  • Or Bachelor’s degree with one years of increasingly responsible cultural resources/archaeological experience with previous experience and interest in the cultivation and preservation of Native American heritage.
  • Maintain a current insurable driver’s license & insurability on company policy.
  • Knowledge of the California laws and regulations [i.e Assembly Bill 52 (AB 52), Assembly Bill 168 (AB 168), Assembly Bill 2022 (AB 2022), Senate Bill 18 (SB 18), Cultural Resources Assessment (CRA)]
  • Knowledge of Section 106 of the National Historic Preservation Act of 1966 (NHPA)
  • Basic operation of a workstation (turning on/off, knowledge of basic functions and components) and general office equipment. Use/storage/maintenance of multiple usernames and passwords. Computer-related problem-solving skills through the use of available trainings and help desk.
  • Knowledge of Microsoft Office Suite (Word, Excel, etc.), internet software and appropriate storage of electronic files.
  • Ability to perform other duties as assigned.
  • A record of satisfactory performance in all prior and current employment as evidenced by positive employment references from previous and current employers.
  • Knowledge of applicable Tribal customs, traditions, policies and government regulation; applicable laws, codes, regulations, policies and procedures.
  • Technical aspects required for specialty field and public relations techniques.
  • Ability to speak in public (seminars, workshops, groups, etc.)
  • Plan and organize work and maintain a variety of records and files.
  • Compose correspondence and written materials in correct English usage, grammar, spelling, punctuation and vocabulary. Business letter and report writing, editing and proofreading.
  • Research and methods of collecting and organizing historical and cultural data and information.? Compile and verify data and prepare reports.
  • Establish and maintain positive working relationships with the federal, state and local lead agencies, other tribal governments, and historic preservation organizations.? Interpersonal skills using tact, patience and courtesy.
  • Maintain strict confidentiality regarding Morongo tribal cultural resources, internal procedures, contracting, including the removal or electronic downloading of any Morongo cultural property for work purposes without permission.
  • Work independently with little direction.? Determine appropriate action within clearly defined guidelines.

Set at the foot of the beautiful San Gorgonio and San Jacinto Mountains, the Morongo Indian Reservation spans more than 35,000 acres and overlooks the vistas of the Banning Pass.
