At KZHP-LP, our Sage ENDEC received the usual RMT yesterday from KFBK, but apparently "ignored" it because of its "beginning (time) at 5:59"... We did not receive the re-send from KEAR, so perhaps their EAS system also "ignored" the KFBK send? Was this a KFBK problem? DST wars, perhaps? If so, will there be a make-good? When? Emergency Alert System (EAS) Participant, On November 23, 2022, the Cybersecurity and Infrastructure Security Agency (CISA) issued an Advisory on security vulnerabilities in DASDEC EAS encoder/decoder devices sold by Digital Alert Systems (formerly Monroe Electronics). CISA warns that DASDEC software prior to version 4.1 contains a cross-site scripting (XSS) vulnerability that allows remote attackers to run code on the devices. CISA also warns that all DASDEC software contains an XSS vulnerability via the Host Header that can be used by remote attackers after login. The Public Safety and Homeland Security Bureau (PSHSB or Bureau) of the Federal Communications Commission advises all EAS Participants that use DASDEC devices to immediately take the following steps recommended by CISA to protect their systems from cyberattacks: Patch their DASDEC equipment to the latest version. Minimize network exposure for all control system devices and/or systems, and ensure they are not accessible from the Internet. Locate control system networks and remote devices behind firewalls and isolate them from business networks. When remote access is required, use secure methods, such as Virtual Private Networks (VPNs), recognizing VPNs may have vulnerabilities and should be updated to the most current version available. Also recognize VPN is only as secure as its connected devices. The Bureau also urges EAS Participants to take additional steps to improve their cyber hygiene as described in its August 5, 2022 Public Notice. Under the FCC’s rules, EAS Participants are responsible for ensuring that EAS equipment is installed so that the monitoring and transmitting functions are available during the times the stations and systems are in operation. Failure to receive or transmit EAS messages during national tests or actual emergencies because of an equipment failure may subject the EAS Participant to enforcement. The Bureau thanks you for your efforts to ensure the continued effectiveness of EAS.

Good Sunday Morning! Spotted this this morning. It’s a post from Friday, Sept. 9… so timely. The FCC is poised to make changes to EAS rules at its September 29 meeting. There is a draft item on circulation that’s out now. You can read more about it by using the link to the article. Michelle Bradley of REC Networks reports: “Under the CAP Polling rule being considered this month, when the EAS decoder receives a legacy alert, the decoder will wait up to 10 seconds for a CAP alert to be received. If a CAP alert is received during that period, the decoder will forward the CAP alert, otherwise, it will forward the legacy alert.” This may require paid or free updates from EAS equipment vendors, and attention from station, or in the case of various Emergency Offices, OES personnel to implement. MIchelle report that DASDAC units that are at version four already have this functionality, but it may need to be activated in the menus. Otherwise, a paid upgrade is needed. Michelle has queried SAGE and other EAS unit vendors about their units current capabilities, and whether what—if anything—might be needed to deal with the proposed change. EAS and the Sac-Sierra EAS region was an unexpected, but major topic of the noon Sacramento SBE Chapter 43 meeting just ended today (March 30, 2021.). As a result, THIS new groups.io list was organized to bring participants together, and make the system work, and work better. Please join to help ensure that our region's access to emergency information is improved and maintained. The group is intended for: "For Broadcasters, Cable System Operators, Federal, State, County and Local Emergency Management and Public Safety managers and employees. This group is focused on connecting participants for the development, operation, maintenance and training related to the federally mandated Emergency Alert System in the Sacramento Valley and Western Sierra Slope. It includes these counties and sections of counties: North Zone Counties of Butte, Glenn, Plumas*, Sierra* & Tehama Mid-North Zone Counties of Colusa, Sutter and Yuba Central Zone Counties of Alpine*, Amador, El Dorado*, Nevada*, Placer*, Sacramento, & Yolo South Zone San Joaquin and Calaveras *(Except portions east of the Sierra Crest: Alpine, El Dorado, Placer, Nevada, Plumas, Sierra which are part of the Western Nevada-Eastern California Operational Area EAS Plan served out of Reno.)

LP-2 Monitoring for “Mid-North Zone Counties of Colusa, Sutter and Yuba"--Conflict with what you may be monitoring--
If you are in the “Mid-North Zone Counties of Colusa, Sutter and Yuba" you might want to know that the FCC has advised me this morning to "Please use the LP-2 station assigned to you by the California State EAS plan..." That's the 2017 California EAS plan linked below. See page 14. https://www.caloes.ca.gov/WarningCenterSite/Documents/StateofCaliforniaEAS-Plan.pdf It shows, KXCL 103.9 Yuba City, which was COL relocated by the Commission around 2005 to Lincoln, Placer County... and is now Salem-owned KKFS. Some? Many? stations in the area may be monitoring KKCY, 103.1, Colusa (Results Radio Yuba City Cluster @ KUBA, 1600, Yuba City) off the Sutter Buttes. That's not an official LP-2. Not sure where that puts those of us who certified that the info we supplied is "true and accurate." Glad I have the FCC's reply to rely on if anything comes down the pike. I made State EAS chair Richard Rudman and Sac-Sierra Chair Rex Gunnison aware of the reply I got from etrs@.... I plan to re-tune my LP-2 receiver to 103.9 as instructed. If I have enough time, I may be able to add another receiver to our SAGE, tuned to 103.1. IF. (We need "Sarcasm Marks" in English Punctuation.) Good luck with your station(s). Ted

Comments are due in 21 days, Reply Comments 14 days after that!! File Comments at: https://www.fcc.gov/ecfs/ At the top of the page, click "Submit a Filing". Under "Specify Proceeding", type in "15-94", then select that "Amendment of Part 11 of EAS Rules". Comments can be a simple Word or PDF document, in any format you choose. Its easy - try it!! The new rules deal primarily with SECCs, requiring certification of meeting at least once annually, and involving the State chief executive (usually Governor) in SECC oversight as directed by Congressional mandate but the FCC makes that proactive on the part of the Governor in most cases. And the new rules would finally include the statement: "The [State EAS] plans are administered by State Emergency Communications Committees."... although there is still no Definition of what an SECC is. Regarding the Congressionally-mandated capability that national EAS alerts be repeated, the FCC wisely reminded that any EAS alert can be repeated by the alert originator simply reissuing the alert as many times as they want it heard (repeated). The FCC points out the many roadblocks of trying to have broadcaster EAS units automatically repeat national alerts; the FCC does not favor that method and did not propose such a rule. Lastly, there is a Notice of Inquiry (NOI) where the FCC asks for Comments on EAS participation by internet-related services and if EAS Participants could deliver EAS alerts via the internet in CAP format for use by user devices. If you are interested in Commenting, you don't have much time - see dates above.
