It's the same plant. Marijuana for smoking is simply bred and cultivated for bud production and higher THC concentrations. Marijuana for industrial use would, in theory, be bred and cultivated for high content of fibrous stems.

The supposed market for non-smoking marijuana is imaginary. The market for smoking marijuana is quite real. The proponents of "industrial hemp" include very few industrialists and a (coincidentally?) high number of smokers. The cash yield per acre of smoking marijuana would be several thousand times higher than the cash yield of "industrial hemp." No reliable evidence exists to support (and common sense refutes) the argument that non-smoking marijuana could be marketed profitably on a mass scale.

The political capital wasted promoting the idea of "industrial hemp" would be better spent advocating the legalization of cultivating and possessing small amounts of marijuana for personal use.
