Kenwood VM-71A/K Crossband Question

If you are "I'm setting it to simplex UHF w/CTCSS on one channel and UHF simplex w/o CTCSS on the other." how is that "cross-band" when they are the same band? Otherwise, look at the rules and you will find that cross-banding doesn't fit very well. Also not sure what this has to do with Raspberry Pi-4.
