Marc ND8W -- HF Interoperability (60-meter/5 MHz) Net Activation This is to notify all users of the 60-meter / 5 MHz HF interoperability channels of an upcoming exercise; details below. Pursuant to authority delegated by the Federal Communications Commission, the restriction in 47 CFR 97.111(a)(4) limiting communications between Amateur stations and a United States government station to communications “necessary to providing communications in RACES” is waived to the extent that any Amateur station, operating within the privileges authorized to the control operator, may communicate with a United States government station for the purposes of this exercise. WHO: Ohio Military Reserve - SHARES and Amateur Radio stations are invited to participate. WHAT: BLACK SWAN 20 Communications Exercise START: 300001Z SEP 20 (8:01pm EDT 01 OCT 20) END: 062359Z OCT 20 (7:59pm EDT 08 OCT 20) LOCATION: Throughout and around Ohio SCENARIO: Severe weather impacts communications and power infrastructure OBJECTIVE: Test auxiliary communications functions and interoperability capabilities at agencies, welfare traffic relay and delivery, and information-gathering. Attached is the base plan for the 2020 Fall Hennepin County Emergency Management SET – Simulated Emergency Test. This is going to be a two day event. The first test will be on Saturday 24 OCT 2020 starting at 1000 CDT and concluding by 1200 CDT. The second day will be Tuesday 27 OCT 2020 starting at 1900 CDT and concluding by 2100 CDT. This will be primarily an HF SET. As you can see, we are going to attempt communications on 60 meters, as well as 75/80m, 40m and 20m. We have listed numerous frequencies for each band on the ICS-205 at the end of the planning document. However, final frequencies will be determined by propagation analysis prior to the start of the SETs. Starting about 15 minutes before the start of the SET, we will announce the frequencies of choice via Winlink and they will also be posted to the WC?HC.org website. Please see the 2020 SET Link in the upper right hand corner. Winlink messages will be sent to those operators whose Winlink email addresses we have on file. If you would like us to notify you via Winlink, please send your Winlink email address to Michael.ostlund@....
