This is very interesting. I am tempted to try building one. Can anyone think of a design to control the height of water pillar precisely and continually? ?

Of course, I have too many things in my queue to work on, but this one does bump off a few ?things in my mostly imaginary list.

The key to the seawater antenna seems to be adjusting for the correct SWR (Standing Water Ratio).  According to experiments by Simon and Garfunkle, this requires a Bridge Over Standing Waters.  I should probably stop while I'm behind.
