> Duties and
Responsibilities
>
> In consultation with the UNDP Country Offices,
UNDP Regional Bureau for
> Asia and the Pacific, the Asia-Pacific
Development Information Programme
> (APDIP), and other ongoing ICT
initiatives in the region, the Regional
> Coordinator will have the
overall mandate for the oversight of the entire
> programme and is
responsible for supervising, monitoring and co-ordinating
> all activities
under the programme. The Regional Coordinator reports to
the
> UNDP
Resident Representative in Fiji Islands in the discharge of his/her

daily duties.

> Under the technical guidance of UNDP/RBAP and the
operational
> responsibility of UNOPS, the specific duties and
responsibilities of the
> Regional Coordinator are as
follows:

> - Ensure that the objectives of the programme are met
and fulfilled;
> - Lead the organisation of National ICT Workshops for the
preparation of
> National ICT Strategies and other activities arising from
such strategies;
> - Lead missions to Pacific Island countries where
necessary;
> - Recruit and supervise an Administrative Assistant based in
Suva and
other
> national as well as international consultants, as
required;
> - Ensure that partnerships are built and maintained among key
stakeholders
> concerned with ICT (i.e. government, donors, NGOs, private
sector,
research
> institutes) within the member countries and across
the Pacific region, as
> necessary;
> - Corporate fully and maintain
constant communication with the Forum
> Secretariat, JICA, the Japanese
Ministry of Foreign Affairs, ITU, UNOPS
> Tokyo and Kuala Lumpur, UNDP's
Bureau for the Asia-Pacific Region, UNDP
> Tokyo Office, the three UNDP
offices in the Pacific (Suva, Apia and Papua
> New Guinea), APDIP, and
other ICT initiatives in the region;
> - Request and coordinate the
technical backstopping of the project done by
> existing regional ICT
programmes such as APDIP and SIDSnet;
> - Assess priorities and focusing
the work programme and resources where
> they are likely to be most
effective;
> - Prepare half-yearly progress reports, including financial
performance,
> for distribute to all partners;
> - Prepare and
implement the project budget, accounts, recruitment of local
> staff and
consultants, and general administration;
> - Be responsible for the
maintenance of an updated website on the
> activities of the
project;
> - Mobilise resources for other ICT national and regional
projects;
> - Prepare and submit a final report upon project
completion.

> Minimum Qualifications and
Experience
>
> - Postgraduate degree in Information / Computer
Science, Development
> Studies, Political or Administrative studies or
equivalent educational
> background;
> - At least seven years
hands-on experience in Information and
Communication
> Technology for
development;
> - Knowledge of the geography, socio-cultural, economic,
telecommunication,
> infrastructure issues of the Pacific Island
countries;
> - Leadership skills for supervision of assistants and heading
project
> missions to Pacific Countries;
> - Proven track record in
working in development assistance in the ICT for
> Development
field;
> - Internationally published articles /monographs and/or resource
person in
> international fora on Internet for development issues;
>
- Ability to function at both policy and project implementation levels;
>
- Extensive knowledge of UNDP's systems and overall mandate;
> - Strong
written and spoken English skills.
