SECRETARIAT OF THE PACIFIC COMMUNITY

DUTY STATEMENT


FINANCIAL ACCOUNTANT (SUVA)


Responsible to:? Finance and Administration Manager (Suva)


GENERAL

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance, training
and research in the service of 22 Pacific Island countries and territories
of Melanesia, Micronesia and Polynesia. It currently has a staff of more
than 230. SPC is officially bilingual, with English and French being the
working languages.

The Finance Office in Suva is responsible for the overall accounting and
financial administration of all programmes managed from Suva. This extends
to several projects based in other PICs. The section plays a crucial role
in the delivery of the Secretariat??s services to the member countries and
territories of the Pacific Community.


DUTIES AND RESPONSIBILITIES

1. Preparation of financial reports, analysis and financial administration
of extra-budgetary funded programmes managed by the Suva Regional Office.
This extends to several projects based in other Pacific countries, in
accordance with donor requirements for submission to donors such as EC,
AusAID, DFID, and UN agencies.

2. A key role in the preparation of Annual Work Programme (Non-Core)
Budgets for the Suva Regional Office; assistance to programme managers and
officers with the preparation of specific project budgets and project
proposals; budgetary monitoring of approximately 60 individual projects.

3. Preparation and administration of the Payroll and all its related
operations and disbursements.

4. Preparation of? financial reports and administration of the Provident
Fund Trust and all its related operations.

5. A key role in the preparation of the Annual accounts and assisting
auditors with their queries.

6. Maintenance of Sun Systems operations and development of templates
through Vision applications for timely and efficient financial reporting.

7. Assist in the maintenance of financial and accounting controls and
procedures.

8. Provide advice on financial policy and procedural matters as and when
required.

9. Provide financial and management reporting support.

10. Any other relevant duties as required by the Manager Finance and
Administration.

QUALIFICATIONS AND EXPERIENCE

The successful applicant will have the following qualification and
experience:

?? Degree in Accounting and/or Financial Managemen.
?? At least 3 years of relevant professional experience in an organisation
using modern management and information systems techniques.
?? Analytical ability and advanced computer literacy.
?? Excellent communication and interpersonal skills with ability to
maintain effective relationships with persons of different national
backgrounds.
?? Affinity for team work, initiative, and ability to determine and
achieve objectives within strict deadlines.
?? Experienced user of Sun Systems and Vision, with ability to develop
templates and tools in Vision will be an advantage.
?? Experience in accounting for grants and projects will be a distinct
advantage.
?? Supervisory experience will be an advantage.
?? Good knowledge of the Pacific Island region will be an advantage.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 1,513 per month (which
is equivalent to F$4,179 at the prevailing reference exchange rate of
F$1.00 = .3622SDR) in the SPC PO3 salary grade for staff based in Fiji. In
addition, an Establishment Grant will be payable to non-residents of Fiji.
SPC emoluments are not subject to income tax in Fiji at the present time.
The international currency exchange rate at the time of writing is
approximately USD 1.00 = F$2.15.


TENURE

The appointment will be for a period of three years in the first instance,
subject to the satisfactorily completion of a one-year probationary
period. The contract may be renewed for a further period subject to
performance and continued funding availability.


DUTY STATION

Suva, Fiji.


ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.


LEAVE

Leave will accrue at the rate of 25 working days per annum of active duty
service. For expatriate staff members, home leave fares are payable after
three years of service, and if contract is renewed.


SICK LEAVE

Thirty working days per annum.

MEDICAL BENEFITS

The SPC??s Staff Medical Insurance, to which the appointee will contribute
1.5% of basic salary, reimburses doctors?? fees, cost of prescribed
medicines, surgical and hospital costs, etc. up to certain percentages and
limits. Supplementary medical insurance is available to increase these
percentage reimbursements and limits.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC??s Staff
Provident Fund. Staff contribute eight per cent of basic salary to which
SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside Fiji, air fares by the most direct/and
or economic route for the appointee and recognised dependants, and
reasonable removal expenses by sea of personal and household effects will
be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.
