a three-year contract position, advertised as a result of an impending

DUTY
STATEMENT
COMMUNITY FISHERIES OFFICER
The Secretariat of
the Pacific Community (SPC) is an independent intergovernmental agency
providing technical advice, assistance, training and research in the service
of the 22 Pacific Island countries and territories of Melanesia, Micronesia
and Polynesia. It currently has a staff of more than 230. SPC is officially
bilingual, with English and French being the working languages.
The
Community Fisheries Section (CFS) is one of six sections that makes up the
Coastal Fisheries Programme. The CFS currently consists of two professional
staff and a project assistant. The objective of the CFP Community Fisheries
Section is to: "encourage the participation of coastal fishing
communities, particularly women, in the management of subsistence and
artisanal fisheries and to allow them to benefit from regional and national
fisheries assessment, development and management activities".
Under
the supervision of the Community Fisheries Adviser, the Community Fisheries
Officer implements technical assistance projects and training workshops
requested by SPC Pacific Island member governments and administrations, and
assists the Community Fisheries Adviser in coordinating regional approaches
to community fisheries issues. As with most SPC professional posts the work
is bi-phasic. A good part of the work entails travelling to requesting
countries, and implementing an agreed work programme, often in very remote
and isolated locations, including aboard fishing vessels. The rest of the
work is based at the SPC Noumea headquarters, compiling information and
preparing reports and resource materials.
Because of the remoteness of
some locations, the Community Fisheries Officer needs to be able to operate
independently where necessary to meet the objectives of the specific project.
When in the field, the Community Fisheries Officer works with a range of
people from different cultural and educational backgrounds, including local
fishers, processors, Government fisheries department staff and politicians.
Good communication and negotiation skills and patience are required,
especially when problems are encountered during a project.
The post
requires a self-starter with experience of implementing workshops and
training courses, and experience with reef fisheries in the Pacific Community
region.
DUTIES AND RESPONSIBILITIES
1. Assist with the
development and implementation of the workplan of the Community Fisheries
Section.
2. Work closely with SPC member countries to develop programmes
of support to the small-scale fisheries sector, particularly in regard to
the involvement of women. This will include the provision of
technical information and advice on development and management of subsistence
and artisanal fisheries, the delivery of practical training workshops to
meet specific requirements, and the development of resource material to
support this work.
3. In collaboration with the Community Fisheries
Adviser, assist in the production of reports and publications arising from
the work of the Section.
4. In liaison with the Coordinator of the
Women in Fisheries Special Interest Group, gather and collate materials for
inclusion into the Group's Bulletin, assuming responsibility for the
Bulletin??s timely production on a biannual basis ( coastfish/ News/
WIF/ wif.htm).
5. Collaborate with other members of staff of SPC
in allied fields. In particular, work in close consultation with other
sections of the SPC Coastal Fisheries Programme to ensure balanced and
equitable support to member countries in the field of fisheries. In addition,
work in consultation with other sections of SPC, and other organisations,
on cross-cutting issues such as health and nutrition, gender issues
as relating to fisheries, and marine environmental issues.
6. Perform
such other duties as required by the Community Fisheries Adviser or the
Director of Marine Resources.
QUALIFICATIONS AND
EXPERIENCE
Very important
1. A university degree or equivalent
qualification or experience in an appropriate subject.
2. Experience
including:
?? Work in the Pacific Community
region. ?? Practical experience in fishing and/or fisheries
post-harvest activities ?? Experience of working with women in
the fisheries sector ?? Experience of working with small-scale
coastal fisheries
3. Demonstrated ability in developing collaborative
work programmes and planning project budgets, and writing reports on
activities.
4. Willingness to travel regularly to undertake assignments
in member countries and territories served by SPC.
5. Fluency, spoken
and written, in one of the official languages of the Secretariat of the
Pacific Community.
Important
6. Experience in the development of
training/resource material suitable for community-level use would be an
advantage.
7. A working knowledge of both of SPC's official languages
would be advantageous, and ability to speak one of the Pacific Island
region's approximately 1,110 other languages will also be taken into
account.
SALARY AND ALLOWANCE
The starting salary for this
position will be SDR 3,064 per month, which is equivalent to CFP 510,125
francs per month in the SPC PO 6 salary grade. In addition, an Establishment
Grant will be payable to non-residents of New Caledonia. SPC emoluments are
not subject to income tax in New Caledonia at the present time. The
international currency exchange rate at the time of writing is approximately
USD 1.00 = 142 francs CFP.
TENURE
The appointment will be
for a period of three years in the first instance, subject to a one-year
probationary period. The contract may be renewed for a further three years
subject to performance and continued funding availability.

STATION
Noumea, New Caledonia.
ACCOMMODATION
An
SPC-owned house or flat will be made available, based on the
following deductions from basic salary:
2 bedrooms - 11.5% 3
bedrooms - 12.5% 4 bedrooms - 15.0%
Housing is expensive in Noumea
and, despite these standard salary deductions, the cost of housing is heavily
subsidised.
LEAVE
Leave will accrue at the rate of 2.5 working
days per calendar month of active duty.
SICK
LEAVE
Thirty working days per annum.
MEDICAL
BENEFITS
The SPC??s Staff Medical Insurance, to which the
appointee will contribute 1.5% of basic salary, reimburses
doctors?? fees, cost of prescribed medicines, surgical and
hospital costs, etc. up to certain percentages and limits. Supplementary
medical insurance is available to increase these percentage reimbursements
and limits.
PROVIDENT FUND
The appointee will be eligible for
membership of the SPC??s Staff Provident Fund. Noumea-based
staff contribute six per cent of basic salary to which SPC adds a matching
contribution.
FARES AND REMOVAL EXPENSES
For an appointee
recruited outside New Caledonia, air fares by the most direct/and or economic
route for the appointee and recognised dependants, and reasonable removal
expenses by sea of personal and household effects will be met by SPC on
appointment and termination.
COMPUTING ENVIRONMENT
SPC has a
standardised computing environment based on Microsoft Office running under
Microsoft Windows.
SMOKE-FREE ENVIRONMENT
Smoking is not
permitted in the workplace.
