About the Partner Organisation?

The Department of Finance (DoF) is an important government agency, mandated to oversee and coordinate the effective management of public finance and resources.??DoF¡¯s?mission is to ensure that the financial resources of the Republic of Nauru are managed in accordance with the law and are utilised in an efficient and effective manner.?

Position Description

The role is a short-term advisory role with the Nauru Customs Division within the Department of Finance. Through the Deputy Secretary of Customs, who manages the Nauru Customs Division, the adviser will play an important role in ensuring customs laws and regulations are adhered to.?

?

Key Responsibilities and Deliverables:?

¡¤ Manage the operation of customs auditing priorities, ensuring international practice and standards to develop effective compliance in Customs law to prevent and reduce revenue loss in the future.??

¡¤ Provide quality advice for effective decision making.??

¡¤ Develop systems and enable transfer of skills within the team to ensure sustainable operations.?

¡¤ Provide advice and guidance on cross-cutting issues.??

Selection Criteria?

¡¤ Bachelor¡¯s degree or equivalent in customs, accounting, commerce, or finance. The CPA Auditing qualification is highly regarded. Postgraduate qualifications in a relevant field or equivalent work experience are highly desirable, as are any customs qualifications.?

¡¤ At least 10 years¡¯ experience in a customs or general auditing role with in-depth knowledge of customs regulations, trade compliance, and import/export laws.?

¡¤ Have strong analytical, problem-solving, and communication skills.?

¡¤ Detail-oriented, able to work with complex financial data.?

¡¤ Excellent written and oral communication skills in English and competency in MS Office (Word & Excel) in producing reports and drafting documents for publication.?

¡¤ Experience in leading and managing teams and ability to mentor junior staff.??

¡¤ Demonstrated ability to liaise, discuss and work effectively with Government officers, senior staff of the Ministry and external technical advisers.?

Desirable experience and knowledge?

¡¤ Experience living and working in the Pacific region.?

¡¤ Experience in a developing country government's Customs or Finance department?
