The Role

The Revenue Generation and Fiscal Assessment will inform the Government of Tuvalu with a comprehensive assessment of Tuvalu's fiscal situation, focusing on its debt position (both external and internal), and identify innovative revenue-generating opportunities. The assignment aims to support Tuvalu in enhancing its financial sustainability by capitalising on its marine and maritime resources, sovereign assets, and emerging opportunities in online revenue streams.

The specific objectives are to: ?

· Assess Tuvalu's fiscal position, with a detailed analysis of its revenue streams and debt situation. ?

· Explore and recommend viable revenue-generation initiatives leveraging national resources. ?

· Develop a strategic roadmap to implement proposed sustainable revenue generation initiatives. ?

About You

Essential qualifications and experience ?

· Post-graduate tertiary qualifications in economics, public finance, accounting, public administration or a related discipline, or equivalent experience. ?

· Experience in a similar role, ideally with a focus on fiscal policy, debt management or revenue generation in a developing country. ?

· Proven ability to provide strategic and tailored advice to government ministers and senior officials within complex organisational and policy settings, preferably within the Pacific. ?

· Demonstrated experience in preparing, monitoring and reporting government fiscal policy and revenue generation strategies. ?

· Demonstrated experience of government accounting systems and related processes, including experience in tax policy, budget formulation, public financial management and familiarity with economic forecasting, revenue analysis, and cost-benefit assessments. ?

· Proven ability and demonstrated experience in relationship management with senior government counterparts and officials and stakeholder engagement. ?

?Preferred experience ?

· Experience within marine and maritime industries revenues. ?

· Experience with digital revenue systems. ?

· Experience working in the Pacific with expert understanding of the macroeconomic challenges unique to Tuvalu.??
