The
University of the South Pacific, through the Pacific Centre for Environment and
Sustainable Development entered into a grant agreement with the EU, to support
the Global Climate Change Alliance Plus – Scaling-up Pacific Adaptation (GCCA+
SUPA) action, which falls under the GCCA+ flagship initiative that will support
the three priorities of the GCCA+ and target countries where prior GCCA actions
have been successfully implemented in small Pacific Island Countries. USP will
work with SPC and SPREP on this Project..
The overall objective of the Project is to enhance climate change adaptation
and resilience within ten Pacific Island Countries. The specific objective is
to strengthen the implementation of sector based, but integrated, climate
change and disaster risk management strategies and plans. The project will be
implemented in ten countries (Cook Islands, Federated States of Micronesia
(FSM), Fiji, Kiribati, Republic of Marshall Islands (RMI), Nauru, Niue, Palau,
Tonga and Tuvalu) using a sector based approach, and wherever possible focused
on outer island communities, and implemented with a gender sensitive,
rights-based approach.The appointee must work closely with the Regional
Directors and is responsible for overseeing the work of the Research Community
Coordinators in the Southern Pacific.
The Opportunity
This position is required to oversee the co-ordination, planning, management
implementation, applied research, and monitoring and evaluation of all aspects
of the GCCA+ SUPA Project activities in the Southern Pacific (Fiji, Cook
Islands, Kiribati, Tonga,Tuvalu) and more specifically the local communities
that the project will be working with. The position will be responsible for the
USP’s leadership on design, implementation and monitoring of all community
engagements in the five countries to ensure that the Project meets its
objective according to the milestones and log-frame of the Project as follows:
i. To enhance climate change adaptation and resilience within the five
countries;
ii. To support the Locally Managed Resilience /Locally Managed Climate Change
Adaptation network;
iii. To strengthen the implementation of sector based, but integrated climate
and disaster risk management strategies and plans;
iv. Strengthen climate and disaster risk information knowledge management,
applied research, monitoring and strategic planning capacities;
v. Conduct training needs diagnostic analysis in order to enhance planning and
decision making capabilities and capacities to address climate change and
disaster risks at sub-national and community level, applying participatory,
gender sensitive and rights-based approaches;
vi. Support applied research for enhanced climate and disaster resilience;
vii. Identify and strengthen skills and resources available to implement and
maintain strategic and local interventions for climate change adaptation and
mainstreaming scaled up in five pre-defined sectors.
The appointee will:
- Manage, Co-ordinate, Implement and Monitor the overall activities of the
project in the five countries in collaboration with the Director PaCE-SD,
respective USP Campus Directors the Project Management Unit (PMU), and the
relevant PaCE-SD and USP staff;
- Work with the Director PaCE-SD or PaCE-SD Academic staff to identify a
mutually agreed research topic and work towards publication(s) to be completed
within the Project duration;
- Provide updated progress reports on both the Project financial and
operational activities in the countries;
- Undergo trainings organised and executed by the Project Management Unit (e.g.
on the use of the CIVA Framework; CIVA Database; Mapping Toolkit; M&E
Project Impact Toolkit);
- Undertake the relevant Pacific TaFE trainings in resilience and training to
become an accredited resilience trainer;
- Work with the M&E Manager to ensure that the project activities are
aligned with the M&E Framework;
- Maintain ongoing support and coordination of the National Project Advisory
Committee on project updates, guidance and recommendations;
- Submit timely country activity reports and updates to the Project Management
Unit;
- Develop national resource guide outlining past and current CCA and DRR
interventions and tools to promote and strengthen community’s capacity towards
sustainable development;
- Undertake Community Integrated Vulnerability & Assessment (CIVA) at
selected community(ies) and facilitate the development and/or revision of
community development action plans (in close consultation with the community
and relevant technical experts/stakeholders) that aligns to sub-national and
national strategic development plans;
- Undertake awareness activities with government line ministries, communities
and schools;
- Carry out national consultation workshops/trainings where stakeholders and
communities are represented to map and plan out a successful way forward for an
LMCCA Network for the country. In cases where there is an active LMMA National
Node present, undertake national consultation workshops to align and affiliate
selected community (ies);
- Undertake a training needs assessment within selected community(ies) and
their respective sub-national governments;
- In collaboration with the TVET Project, develop, coordinate and organise
trainings to address these needs.
The Person We Seek
To be
considered for this position, applicants must have:

Postgraduate qualifications or progress towards Postgraduate qualifications in
Environmental Sciences/Agriculture/Climate Change/Sustainable Development from
a recognised institution with extensive relevant work experience;
- Research interests targeted specifically in the Pacific region;
- Experience/familiarity with international and/or regional organisations;
- Relevant experience with the ACP/PICs;
- Experience in carrying out multiple activities within tight deadlines;
- Relevant experience with the P-ACP/PICs & CROP agencies; and
- Experience supervision of Project activities in the Region, with demonstrated
ability to work Team Player in adversely multicultural environment.
Preference
will be given to applicants with:
Direct
experience in climate vulnerability and resilience analysis in the Pacific
Islands;
- Three (3) to five (5) years of relevant and verifiable work experience in the
broad field of climate change and sustainable development either with
government or a non-government organisation;
- Three (3) to five (5) years of experience in project management design and
implementation life-cycle in Environmental Sciences/Agriculture/Climate
Change/Sustainable Development.
Remuneration
The position is available for a term of 3 years and may be renewed by mutual
agreement.
Salary Range: Level 2 FJ $50,184 to FJ $61,289 per
annum
