the position of Biosecurity (Quarantine) Officer, for the Plant

JOB DESCRIPTION


BIOSECURITY (QUARANTINE) OFFICER


RESPONSIBLE TO: Plant Protection Adviser


BACKGROUND

The Secretariat of the Pacific Community (SPC) is an independent
intergovernmental agency providing technical advice, assistance,
training
and research in the service of 22 Pacific Island countries and
territories
of Melanesia, Micronesia and Polynesia. It currently has a staff of more
than 230. SPC is officially bilingual, with English and French being the
working languages.

The SPC Plant Protection Service (PPS) within its Regional Agriculture
Programme, supports the development of national capacities in plant
quarantine and pest management. We are seeking to recruit a Biosecurity
(Quarantine) Officer for the 'Plant Protection in the Pacific Project'
(PPP) which is funded by the European Community.

To be eligible for this position applicants must be citizens of a
European
Union country or an African, Caribbean, or Pacific (ACP) country that
are
signatories to the Lom¨¦ IV Convention. Applications received from
citizens
of countries other than those stated above will not be considered.


DUTIES AND RESPONSIBILITIES

Under the supervision of the Plant Protection Adviser and in
collaboration
with Pacific Island countries and territories and SPC staff, the
Biosecurity Officer will coordinate SPC-Plant Protection Service’s
programme of building and maintaining regionally harmonised, efficient
and
effective national biosecurity systems (quarantine services) and
quarantine-related trade activities by:

 Facilitating the adoption of international and regional
phytosanitary and food quality standards that comply with international
conventions, treaties, protocols and agreements;

 Assisting with capacity building in import risk analysis and
related quality assurance activities and updating of national pest
lists;

 Coordinating the review and amendment, if appropriate, of
national quarantine (biosecurity) laws and their implementation through
appropriately modified national quarantine procedures;

 Developing and maintaining regionally coordinated pest
surveillance and emergency response procedures and contingency plans;

 Coordinating a regional public awareness campaign to increase
the
compliance of the travellers and traders with national biosecurity
(quarantine) laws and procedures;

 Communicating effectively and travelling extensively and
frequently in the Pacific and possibly internationally for consultations
on, and implementation of national, regional and global biosecurity
issues
and systems.

QUALIFICATIONS AND EXPERIENCE

Applicants must have:

 A degree in agricultural, biological or environmental sciences,
with specialisation in one or more quarantine-related disciplines;
 A knowledge of the range of relevant international conventions
and treaties and how they impact on trade, biosecurity, biosafety, food
quality and the environment;
 Substantial experience in the development and implementation
and
of quarantine policy and quarantine law and familiarity with quarantine
procedures and border operations;
 Good English language skills and a full range of organising,
coordinating and personal computer (PC)-based skills

It would be of advantage if applicants also possessed:

 Substantial experience in consultations with the public sector
and with designing quarantine related training and information materials
for quarantine staff and the public;
 Knowledge and experience of Pacific island cultures and a
working
knowledge of quarantine services in the Pacific.


SALARY AND ALLOWANCE

The starting salary for this position will be SDR 20,304 and SDR 28, 440
per annum (which is equivalent to F$58,428 to FJD81,840 at the
prevailing
reference exchange rate of F$1.00 = .3475SDR) in the SPC Professional
salary grade for staff based in Fiji. In addition, an Establishment
Grant
will be payable to non-residents of Fiji. SPC emoluments are not subject
to income tax in Fiji at the present time. The international currency
exchange rate at the time of writing is approximately USD 1.00 = F$2.28.


TENURE

The appointment will be for a period of three years in the first
instance,
subject to the satisfactorily completion of a one-year probationary
period. The contract may be renewed for a further period subject to
performance and continued funding availability.


DUTY STATION

Suva, Fiji.


ACCOMMODATION

A rental assistance of F$1,170 per month will be provided.

LEAVE

Leave will accrue at the rate of 25 working days per annum. For
expatriate
staff members, home leave fares are payable after 18 months of service.


SICK LEAVE

Thirty working days per annum.

MEDICAL BENEFITS

The SPC's Staff Medical Insurance will provide basic medical insurance
cover for staff and his/her dependants. Supplementary medical insurance
cover can be purchased at staff's expense with our insurer to increase
the
level of insurance cover for staff who wish to do this.


PROVIDENT FUND

The appointee will be eligible for membership of the SPC’s Staff
Provident Fund. Staff contribute eight per cent of basic salary to which
SPC adds a matching contribution.


FARES AND REMOVAL EXPENSES

For an appointee recruited outside Fiji, air fares by the most
direct/and
or economic route for the appointee and recognised dependants, and
reasonable removal expenses by sea of personal and household effects
will
be met by SPC on appointment and termination.


COMPUTING ENVIRONMENT

SPC has a standardised computing environment based on Microsoft Office
running under Microsoft Windows.


SMOKE-FREE ENVIRONMENT

Smoking is not permitted in the work place.
