Team Leader
Pacific Regional Children's Programme
The Bright Futures Group - National Institutes of Health of Safety (NIHS)
seeks the services of a highly experienced team leader to manage the
inception and the implementation of a three-year Regional children's
Programme in the Pacific. The position will be based in the Pacific region
(Fiji, Vanuatu & Samoa)
Duties and Responsibilities:
The Team Leader will be responsible for the overall strategic, financial and
day to day management of the Program. She/He will be responsible for
maintaining effective working relationships with technical personnel,
regional organizations, national Project coordinators and national
counterparts, contracted in-country implementing organizations. The Team
Leader will work effectively with the Regional Child Protection Management
Group. The major mechanisms for resolutions of institutional or program
management issues will be through the six monthly Project Coordination
Committee where policy directions will be approved. The Team Leader will
have responsibility for overseeing program monitoring and evaluation.
Associated reporting and communications will be a major aspect of the
position.
Essential criteria for the ideal candidate:
* A least five years senior management experience and demonstrated
leadership abilities
* Demonstrated capacity to work appropriately in both Melanesian and
Polynesian Countries in the Pacific
* Post graduate qualifications in community development and/or social
welfare or family law
* Good understanding of human rights issues, the CRC in particular
* Expertise in participatory assessments or RAP methods,
participatory analysis and monitoring and evaluation
* Excellent written and oral communication skills, proficient report
writing abilities

General description

Detailed Statement of Duties
Inception Phase
Regional level:
* Undertake consultation and establish effective liaison
with regional organisations - USP, FSM, SPC, SPOCC, PCC, PTC
* Identify capacity of regional organisations to assist
with project components
* Identify existing IEC materials on child protection,
including radio, video and community drama
* Identify existing guidelines and/or manuals
* Identify appropriate community assessment methodologies
* Identify possible members of the Regional Child
Protection Management Group
* Identify appropriate Pacific Island Statesperson as
advocate for child protection
Within each country:
* Undertake consultations with high level personnel
within appropriate government organisations and statutory bodies
* Identify counterpart organisation and personnel
* Identify host NGO
* In collaboration with host NGO, counterparts and
stakeholders appraise the scope of activity relevant to the project in each
country
* Establish TOR for the Project Coordinators and recruit
these positions
* Review counselling training (Fiji only)
Implementation Phase
Regional
* Facilitate communication with each of the Project
Coordinators
* Maintain regular communication with regional organisations
* Convene inception, mid-term and EOP meetings with
counterparts, Project Coordinators and other key stakeholders
* Organise the community assessment and information
system inputs for each country
* Organise IEC and module development and training inputs
for each country
* Organise the inputs for short term personnel
* Provide on going support for project personnel
* Achieve payment milestones according to the contract
Country level
- Meetings (3 times a year) with Project Coordinators in their
facilities
- In collaboration with host NGO, counterparts, stakeholders and
NCCC establish a Child Protection Task Force
- Undertake training in management techniques in each country
- Liaise with key personnel within each country, in particular the
NCCC and the Child Protection Task Force and national counterpart
- Ensure the participatory assessment and monitoring and
evaluation mechanisms are effective in each country
- Undertake annual performance appraisals for the Project Coordinators
- Prepare annual reports against indicators
- Oversee project implementation at country level
- Assist with any issues and/or uncertainties as they arise
Selection Criteria
Essential
- At least five years senior management experience and
