SUBJECT: RECRUITMENT OF DEPUTY DIRECTOR-GENERAL (NOUMEA)
1 Applications are invited for the position of Deputy Director General
(Noumea) of the Secretariat of the Pacific Community, the closing date
being 15 February 2000. Those wishing to discuss the opportunity may

2. The Deputy Director General (Noumea) is a member of the SPC
Executive and is based at the organisation's headquarters in Noumea, New
Caledonia. The scope of responsibilities of this position includes both
Programme Management as well as Executive functions. This position is
responsible to the Director General,
3. The successful candidate for this position would be required to sign
a three-year contract of employment with the Secretariat of the Pacific
Community. Given a continuing sound performance, as judged by formal
assessment, a renewal of contract may be offered for a maximum service
period of six years.
4. The names of three referees who are prepared to address the
applicant's capacity relative to the selection criteria, should be
provided. Referees' reports both verbal and written will be required if
the candidate attains shortlist status.
5. Following a normal Selection Committee process with interviews, the
final choice will be made by the Director General, in consultation with
the SPC member governments and administrations.

SECRETARIAT OF THE PACIFIC COMMUNITY
POST DESCRIPTION
DEPUTY DIRECTOR GENERAL (NOUMEA)
1. The scope of responsibilities of the Noumea based Deputy Director
General includes:
* management of the SPC Social Resources Division and the Information
and Communication programmes and sections, with the primary responsibility
in the programme leadership and management area; and
* corporate executive functions of the Secretariat of the Pacific
Community,
2. The Deputy Director General is responsible to the Director General,
based at the organisation's headquarters in Noumea, New Caledonia.
3. The Deputy Director General will provide leadership for, and manage
the following programmes and activities of, the Social Resources Division
based in Noumea as follows:
* Community Health Programme
* Pacific Women's Resource Bureau
* Pacific Youth Resource Bureau
* Demography and Population
* Statistics
* Rural Energy and Development
* Cultural Affairs Programme, and
* The Information and Communication sections of
Translation/Interpretation, Library, Publications and Information
Technology.
4. In the programmes area, the Deputy Director General will:
* Provide the leadership and vision to ensure:
* that all programmes are developed and managed within the framework
of the Organisation's corporate goals;
* the development of appropriate programme goals and attainable
objectives following a cross-sectorial approach which will benefit the SPC
member countries and territories.
* Evaluate the impact of SPC work programmes activities on client
member countries and territories.
* Assist programmes and units under his/her responsibility in their
efforts to ensure adequate funding for programme activities.
* Ensure timeliness and accuracy of both technical and financial
reporting for all donor funded projects/activities of the Social Resources
Division.
* Assist programmes and units under his/her responsibility in
enhancing cooperation with New Caledonia-based development partners.
4. In the area of Executive functions, the Deputy Director General
will:
* Provide assistance to the Director General in the development and
maintenance of a good working relationship with the host government.
* Coordinate the re-negotiation of the SPC's privileges and immunities
agreement with the host government.
* Undertake visits to member countries and territories in accordance
with the annual executive travel plan.
* Maintain a good working relationship with Noumea based development
partners, diplomatic missions, trade missions and other international and
regional organisations (including NGOs).
* Act as Director General as and when required.
5. In the area of general management, and accountability, the Deputy
Director General will:
* Set annual objectives to be achieved early in the year. The Deputy
Director General is required to report to the Director General at the end
of the year a self-appraisal against the set objectives. He/she will be
fully accountable for the results achieved.
* Manage the Work Programme budgets for the operations associated with
the Social Resources Division and the Information and Communication
Sections
* Be responsible for developing good, co-operative working
relationship across all programmes and sections under his/her
responsibility, and with other programmes and service units across the
organisation.
* Make staff appointments and conduct staff discipline on behalf of
the Director General in accordance with established rules and procedures
of the organisation.
6. Co-ordination with SPC Suva Operations.
The Deputy Director General will:
* Maintain a close liaison with the Suva-based Deputy Director-General
and the programme and section heads.
QUALIFICATIONS AND EXPERIENCE
This is an executive technical position. Applicants should be graduates
with extensive experience in a technical discipline and preferably from
within the Pacific region. They must have vision and leadership qualities
and extensive experience at an executive or senior management level. They
must be capable of both leading and managing a team of professional and
technically qualified people. The successful applicant must have
demonstrated strengths in people, financial and multi-disciplinary team
management; a capacity to generate development funding; familiarity with
donors; and strong conceptual/analytical skills. Fluency in English is
essential; fluency in French will be an advantage.
SALARY, TERMS AND CONDITIONS
SALARY AND ALLOWANCE
The salary for this position will be CFP 671,849 francs per month. In
addition, an Establishment Grant will be payable to non-residents of New
Caledonia. Where appropriate, other allowances such as child and education
allowances may be payable. SPC emoluments are not subject to income tax in
New Caledonia at the present time.
TENURE
The appointment will be for a period of three years in the first instance.
DUTY STATION
Noumea, New Caledonia.
ACCOMMODATION
Provided by the Secretariat, based on the following rates of basic salary:
House/flat 2 bedrooms - 11.5%
3 bedrooms - 12.5%
4 bedrooms - 15%
LEAVE
Annual leave will accrue at the rate of 2.5 working days per month of
active duty service. For expatriate staff members, home leave fares are
payable after 18 months' service.
SICK LEAVE
Thirty working days per annum.
MEDICAL BENEFITS
The SPC Staff Medical Benefits Scheme, to which the appointee would
contribute 1.5% of basic salary, reimburses doctors' fees, cost of
prescribed medicines, surgical and hospital costs, etc. up to certain
limits.
PROVIDENT FUND
The appointee will be eligible for membership of the SPC's Staff Provident
Fund. The staff member contributes six per cent of basic salary with a
matching contribution by SPC.
FARES AND REMOVAL EXPENSES
For an appointee recruited outside New Caledonia, airfares by the most
direct and/or economic route for the appointee and dependent family
members and reasonable removal expenses by sea of personal and household
effects will be met by the SPC on appointment and termination.
MICROSOFT OFFICE
SPC has a standard computing environment based on Microsoft Office.
