The?Human Rights and Social Development Division?has a vision for just, equitable and resilient Pacific societies and it aims to achieve this by advancing human rights, equality and social inclusion for all Pacific people, grounded in cultural values and principles. The work of this Division includes work previously undertaken by the Regional Rights Resource Team (RRRT) in the area of human rights and the Social Development Programme (SDP) in the areas of gender equality and social inclusion, culture and youth development.

The role -?Culture Adviser?will provide technical assistance, advisory support and programme management for the SPC¡¯s Culture for Development programme. The Adviser will develop project proposals and design documents and coordinate Cultural and Creative Industries (CCI) projects including the provision of targeted support for the Festival of Pacific Arts and Culture (FestPAC).

?

The key responsibilities of the role include:

?

Programme Management

¡¤? Coordinates Secretariat activities relating to the strengthening of and delivery of the Festival of Pacific Arts and Culture (FestPAC) - including planning, implementation and monitoring, problem solving, managing budget execution, donor contract compliance, and donor narrative and financial reporting.

¡¤? Provides technical assistance and support to FestPAC host and participant countries.

¡¤? Coordinates and communicates across project partners to ensure effective communication and management of any project-related issues that may arise.

¡¤? Deliver workshops, scoping activities, visibility actions as planned and within budget.

¡¤? Maintain active and regular communication with grantees, country representatives, consultants, stakeholders, partners, media outlets, vendors etc, with assistance from the Team Leader - Culture for Development.

Technical Assistance and support on Culture and the Cultural and Creative Industries, and coordination around People Centred Approach and Culture for Development

?

¡¤? Support the Pacific Island Countries and Territories (PICTS) governments and civil societies to implement and deliver on culture and cultural and creative industry commitments.

¡¤? Conduct research, legal and policy analysis on key and emerging regional issues in line with PICTs priorities and commitments relating to Culture.

¡¤? Engage in national, regional and international fora, mechanisms and processes for the purpose of integrating cultural perspectives in policies and programmes.

¡¤? Support integrated programming and mainstreaming of culture as part of People-centred approaches to development at SPC.

¡¤? Work with other Advisers and to develop ideas and concepts for the advancement of Culture, Human Rights/ Indigenous & Cultural Rights and GEDSI in the region.

¡¤? Support monitoring, evaluation and learning for projects, programmes and activities.

Qualifications

¡¤? A postgraduate qualification in a relevant field such as gender studies, social sciences, public policy, international relations, development studies, or equivalent body of knowledge and experience.

  • Diploma or certificate course in project cycle management, or equivalent years of project management experience, and active engagement in the Pacific Culture and Arts Sectors and Cultural and Creative Industries, working with cultural producers, artists and national agencies.

Technical expertise

?

  • At least 7 years of working experience in the culture sector, cultural industries, and/or culture and development field with project management experience in the Pacific Islands.
  • At least 3 ¨C 5 years of arts/ culture festival experience working with Pacific and/ or indigenous communities.
  • Demonstrated knowledge of key issues, measures and developments in the field of cultural industries and culture more generally.
  • Proven expertise in engaging with international and regional frameworks and cultural projects.
  • Demonstrated experience in the design and implementation of culture programmes, projects and policies, including working at government and non-government level, with practitioners, managers and producers.
  • Demonstrated research, analytical and writing skills and ability to work across sectors.
  • Sound knowledge of culture and development issues in the Pacific Islands region.
  • Proven ability to develop and sustain professional partnerships, including working with governments, civil society and development partners.

Remuneration ¨C?The?Culture Adviser?is a band 10 position in SPC¡¯s 2025 salary scale, with a starting salary range of 2,575?3,218 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,750¨C9,687 (USD 3,424¨C4,280; EUR 3,154¨C3,942).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international employees based in Fiji?¨C SPC provides a housing allowance of FJD 1,500¨C5,200 per month. Establishment and repatriation grant, removal expenses, airfares, home leave travel, health and life and disability insurances and education allowances are available for eligible employees and their eligible dependents. Employees are entitled to 25 working days of annual leave per annum and other types of leave, and access to SPC¡¯s Provident Fund (contributing 8% of salary, to which SPC adds a 10% contribution).

The?Land Resources Division (LRD)?provides effective expert scientific advice, capacity building and services on conservation, development and utilization of plant genetic resources, forest and landscape management, resilient agricultural systems, diversification of livelihood strategies and access to markets to maintain ecosystem services and improve land productivity and the food, nutrition security and resilience of Pacific communities. LRD has expertise in genetic resource conservation, resilient agriculture, biosecurity, pest and disease management, agricultural extension, plant pathology, entomology and animal health. It collaborates with governments, regional organisations, civil society and other SPC divisions to pinpoint the needs and priorities of Pacific countries and communities and provide technical expertise to address them. This mission is realized through four main thematic work areas, or pillars, and a progressively integrated approach to programming that works towards achieving SPC¡¯s development goals.

The role -?Pest and Disease Management Adviser?is responsible for providing overall?strategic and technical advisory to member countries and LRD supporting policy interventions and research on pest and disease management, including integrating plant health systems (monitoring, prevention, etc.) and promoting effective Integrated Pest Management (IPM). The Adviser is also responsible for overseeing the LRD Plant Health Laboratory, including diagnostic operations, IPM development, and the evaluation of certain control products

Resource Mobilisation

¡¤? Integrate activities in plant health across LRD programs, including those located in SPC subregional offices.

¡¤? Develop and coordinate multidisciplinary grant proposals related to plant health lab sustainability, in close collaboration with scientists from LRD programmes and regional and international partners.

Research Policy and Technical Advisory

¡¤? Actively provide policy advice and assistance to PICTs in areas related to plant health and their relation to public health.

¡¤? Provide advice on linkages between climate change and pest and disease risks.

¡¤? Provide timely and accurate advice, and technical assistance to PICTs, on all matters relating to the plant health.

¡¤? Ensure timely provision of strategic technical advice and appropriate technical assistance and support to member PICTs and key international stakeholders on Integrated Pests management.

Coordination and communication

Secure and Resilient Infrastructure Management

????? Ensure high system availability across cloud and on-prem environments meeting agreed metrics.

????? Maintain disciplined adherence to change and incident management (aligned to ITIL).

????? Perform capacity planning and infrastructure lifecycle management.

????? Lead patching, vulnerability management and proactive threat mitigation.

Background:

The PACER Plus Implementation Unit (PPIU) requests proposals from suitably qualified local and international based candidates who wish to provide services to oversee the initial planning, development, and implementation of online content across the PACER Plus Learning Management System. This role involves coordinating with multidisciplinary teams including technical advisers, content developers, and ICT support assistance to ensure seamless integration and delivery of high-quality educational content.

Since establishment the PPIU has delivered capacity building to Pacific Island Countries (PICs) on technical trade-related areas and strengthened knowledge and understanding across the different Chapters of the Agreement. Ongoing capacity building and training are consistently requested by PICs, however costs to deliver these trainings face-to-face are continually increasing. Furthermore, in many cases, participants have limited capacity to take these learnings and share at the country level, which is further complicated by a high level of staff turnover in key positions.

To ensure effective knowledge management, improve access to learning materials and sustainability of capacity building, the PPIU is focusing efforts on establishing an online learning management system (LMS) and associated resources. The LMS has been conceptualised and a basic structure has been established utilising ¡°Moodle¡± an online learning platform for delivery of PACER Plus capacity building.

Building on an existing suite of learning materials delivered through various workshops and capacity building events over the past years, the PPIU is seeking a consultant to build an initial PACER Plus course, including a suite of specific thematic learning modules to be delivered through the Moodle platform that focuses on key components of the Agreement. This initial suite of trainings will be used as a prototype for future learning courses and modules which will extend to a broader audience on a range of relevant topics.

Expected Outcome & Deliverables:

  1. Design and deliver an initial e-learning course and associated modules on the PACER Plus LMS.
  2. Create e-learning courses (and modules) from existing training activities made available in PowerPoint and Word document formats.
  3. Ensure all learning content adheres to best practice learning and education principles, and integrates elements and features that promote gender equality, disability and social inclusion.

A Terms of Reference detailing primary duties, specific skills and experience requirements, including selection criteria can be found .

A proposal based on the Terms of Reference outlined above must be submitted. It must include the following:

The role ¨C?The?Pacific Islands Decade Collaborative Centre Coordinator?position will be responsible for launching and scaling the activities, building resources and expanding the impact of the Pacific Decade Collaboration Centre (DCC), to further support the UN Ocean Decade implementation while ensuring alignment with regional priorities and stakeholder needs.

The key responsibilities of the role include:

Coordination of Actions and Stakeholder Facilitation and Engagement

¡¤? Engage regularly with Decade Actions that are attached to the DCC, to assist them with guidance and documentation related to data management and data sharing.

¡¤? Support implementation of the Ocean Decade Data and Information Strategy and its associated Implementation Plan in the region.

¡¤? Provide technical and logistical support for ocean data management training initiatives among endorsed Decade Actions, such as dedicated workshops or training courses through the Ocean Teacher Global Academy (OTGA).

¡¤? Engage regularly with other key infrastructure coordination hubs, namely the DCO for Ocean Observing (GOOS), and the DCC for Ocean Prediction (Mercator Ocean International) to align strategies and efforts, focusing on the entire data value chain.

Supporting Decade Calls for Action

¡¤???????On the basis of stakeholder consultations and analysis of existing Decade Actions, provide information as requested by the DCU to scoping of future Calls for Decade Actions, in close cooperation with the Data Coordination Group.

¡¤???????Ensure codesign and regional ownership by stakeholders, so that future Decade Actions prioritise Pacific specific needs and challenges.

Monitoring and reporting

  • Deliver a workplan to the DCU at the start of the assignment (and subsequently, at the start of every year), setting out the DCC¡¯s priorities, tasks, goals, and timing for the year.
  • Lead reporting by the DCC in response to requests from the DCU, in compliance with the requirements of the Ocean Decade Monitoring and Evaluation (M&E) Framework, and support attached Decade Actions in fulfilling their M&E responsibilities, where needed.

Remuneration?¨C The Pacific Islands Decade Collaborative Centre Coordinator is a band 10 position in SPC¡¯s 2024 salary scale, with a starting salary range of 2,575?3,218 SDR (special drawing rights) per month, which currently converts to approximately FJD 7,750¨C9,687 (USD 3,424¨C4,280; EUR 3,154¨C3,942).?An offer of appointment for an initial contract will normally be made in the lower half of this range, with due consideration given to experience and qualifications.?Progression within the salary scale will be based on annual performance reviews. Remuneration of expatriate SPC staff members is not subject to income tax in Fiji; Fiji nationals employed by SPC in Fiji will be subject to income tax.

Benefits for international staff employees on temporary contracts?¨C?SPC provides a housing allowance of FJD 1,500¨C5,200 per month. Relocation airfares, excess luggage, health and life and disability insurances are available for eligible employees. The role ¨C the Finance Officer ¨C FSM Enhancing Direct Access Programme will support all aspects of financial management for the Enhancing Direct Access Programme. This will include programme accounting, audit, budgetary controls and monitoring of financial performance/progress in compliance with SPC and Green Climate Fund policies and procedures. The position will also support training for sub grant recipients and dissemination of information to stakeholders. The Finance Officer will monitor compliance with requirements of SPC and the Green Climate Fund.

The key responsibilities of the role include the following:

Financial planning, monitoring and reporting

????? Provide support to the programme coordinator with development of Programme annual budgets, including work plans, operational costs, and specific activities.

????? Work closely with Programme team leaders and grant partners in the budget design and preparation.

????? Take the leading role in all aspects of financial management of the project including : Financial reporting, cash management, forecasting, monitoring of project executions, financial analysis, ensuring all are in line with SPC and donor requirements and project acquittals reviews.

????? Assist in the review of finance processes and facilitate all preparations for any project audit and support any external review or evaluation on financial and grant matters.

????? Ensure all aspects of a programme financial information including accounting transactions, are accurately captured in the SPC financial system, with any discrepancies corrected in a timely manner.

????? Provides feedback on large procurement components in grant proposals received.

Compliance and capacity building

????? Participate in the review of finance?? related procedures and processes.

????? Identify and recommend training opportunities for Programme Coordination Unit and stakeholders.

????? Where necessary and under the guidance of EDA Programme Coordinator support financial support training to Grantees and key stakeholders in FSM on SPC and GCF processes.

????? Work closely with other MRO finance and/or grantees to provide training and capacity building to division staff on finance policies and processes.

An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. The Opportunity

The Communications Officer - Public Affairs will support the coordination of media initiatives including sourcing relevant news stories, writing and distributing Forum media releases, and the targeted roll-out of Forum media/publicity work.

For this position, the PIFS is seeking an experienced media professional, who is confident in his/her ability to communicate easily via both written and verbal mediums, to draft high quality communications outputs including media releases, digital products, speeches, and articles.

The key responsibilities are summarised as:

? Develop and implement media and public relations plans and activities.

? Build the internal capacity of staff in dealing with media and build regional media capacity to understand and report on key PIF initiatives and priorities.

? Strengthen relationships with media outlets.

Applicants should have a bachelor¡¯s degree in Communications, Journalism, Media, or any other relevant Social Sciences discipline, with at least five years of experience, and a comprehensive understanding of the operations of a Pacific newsroom, including media ethics, cultural sensitivities, audience engagement, representation, and with language and communication styles within the Pacific.

The Package

The position carries a competitive and attractive remuneration and benefits package including allowances for housing and education; and medical, accident and life insurance coverage. This position is based at Band 10 of the PIFS salary scale. The starting salary for the position is SDR 32,437 per annum, which is equivalent to FJD 97,908.

The?Legal and Governance Team?plays a critical role in overseeing governance, legal and risk management support and advice to SPC. The role ¨C the?Legal Officer?will manage the flow of requests to the Legal?and Governance?Team, review procurement contracts and grant agreements, funding arrangements, letters of agreement, memorandums of understanding and other legal documents as required, and provide legal advice on these matters to SPC.

The key responsibilities of the role include:

¡¤ Manage the daily flow of legal assistance requests received. This includes recording requests, filing emails and documents in dedicated folders, acknowledging receipt, allocating requests within the team according to complexity and rigorously managing a response timetable in line with the team's priorities.

¡¤ Draft and review procurement, grants and other contracts, as well as letters of agreement, memorandums of understanding and templates to protect SPC and minimize risk while adhering to the principles of international administrative law and taking into account the domestic law as it impacts SPC¡¯s operations. Provide legal advice to divisions on legal issues that arise in the preparation of the contracts.

¡¤ Build strong collaborative relationships internally throughout SPC and with external stakeholders.

¡¤ Contribute to governance and corporate services improvements, especially procurement and grant reforms.
